The big thing is permits starting which would make this .10+ groundbreaking construction 2018 would make this .25+ working refinery easily 1.00+

yup. patience pays and $MMEX is one of those types. Granted I think the move to .10 will be quick and then we'll see a more stable move up to project completion.
