OWCP is not designed to be a huge biotech company that creates products that help mankind. This is a business model with the sole purpose of making the owners rich off investors.

Increasing revenue by selling stuff was never the plan. The business model is based on speculation and sustained excitement over something that is "about to happen" and news that will come "any day".

They have to keep us excited for as long as they can, so the plan is not to speed up the production, but rather to prolong the desire for this one product. They are buying themselves as much time as possible.
