Your statement is false. MM do short on a regular basis. As long as they cover within the three days and are reg-sho compliant , it is completely legal. The whole point of a MM is to make a market so shares can move, however, these MM have to make money on these OTC stocks and the only way to do it is to short these stocks. If you go to brokercheck you will see that numerous MM have been busted numerous times for shorting these OTC stocks. In fact CDEL was fined millions for shorting otc stocks of 181 thousand Tim es. It is all on the brokercheck website. You can search MM names and then check for the violations and it will list all FINRA cases against them. You can click and read each case. I'll post the link to the shorting one. I have to go through my history and find it.
