Let's look at a few facts that we know already happened.

Kalitta Air has acquired an aircraft and brought it to Michigan about a month ago and fulfilled it's agreement between BLTA and Kalitta Air.

BLTA has issued 10 FAA registry numbers.

BLTA has a hanger in Stewart International Airport.

There's a few more, but I do agree with your reasoning.
