1) Something like 12+ Billion restricted. (Check the last 10Q... http://www.otcmarkets.com/financialReportViewer?symbol=IBRC&id=165969 ).
2) Most of the float was created as part of a 3(a)(10) lawsuit / share sell of around 2 Billion shares ongoing throughout 2014 by PRIOR management. That can be dug out of the filings as well, under issuance history.
3) Share structure has been the same for every filing from current management. No dilution.
4) There appear to be several people who siphoned up 10s of millions of shares in the .0001 range 1 - 3 years ago, and are holding very tight.
5) There appears to be something very big coming here (hello, 13 million dollar order?) so a lot of other people who bought later also aren't selling. Quiet longs may actually outnumber flippers.
6) CEO has plans in the works to retire 4.5 Billion of his personal shares, though he's made it pretty clear that it's a slow process.
7) There've been a few posts about how a lot of the OS is still in old-school paper certificate form. However, I have no personal knowledge of that, and am not sure it's relevant to the float, since I would expect it to mostly apply to the restricted shares.
