Yes, I was also a bit baffled about the comment. So I got in touch with Waldo and, we looked at this chart first, thinking maybe this would show where it's trending down... but nope, it's going up.

Now I think we've got it - Yup, definitely a little down trend here! Hmmm... he must be one of the few sorry ones who sold just before one of these runs where the Bollinger Bands got so constricted. You know, every time the BB got this tight... it just shot right up. Gee, I wonder if it could happen again. Waldo seems to think so. In Waldo and Jan and PGUS and sewer and INSTA I trust. PGUS :^)
