That certainly does appear to be a strong management vote of confidence in their impending results, since, if they are not good, the share price will not be where it is today and raising funding will be greatly hampered. For what it is worth they appear to be putting their money where there confidence is, unless they announce a raise prior, which would lend itself to the opposite.
