so why isn't anybody buying this? if nobody is buying today, then why will they buy tomorrow? what will be different?

Oxis doesn't have enough stock authorized to pay down any more debt with stock. Part of the filing for the Reverse Split includes a statement that they will be adding Authorized Shares. I believe once they complete the reverse split and add authorized shares they will go back to diluting by issuing the stock to pay off the cashless warrants.

My opinion only based on my limited review of the Oxis's SEC filings and Financial Statements.
