You actually provided the answer in your last response...."and there is no other 'prior art' someone can cite that would be relevant". Its that relevancy that's in the hands of the Director. Take a look at VirnetX and how many IPR's were filed (look at the quantity). It was Michelle Lee that let Apple, Mangrove, Black Swamp take multiple bites of the IPR process. Sure there has to be new cases cited.
