Picking up a press release from Hanks - isn't proof - it is just like the Oil Refinery that was never built.

"Guatemala: Plans to Build a Refinery
Maple Resources Corporation is planning to invest between $75 million and $100 million in a plant with capacity to process between 10,000 and 40,000 barrels of oil per day."

From the same source as the Fuel plant purchase for $20 Million.
