Catherine Austin Fitts researched missing HUD$ years ago. Search her name and HUD. She's a forensic accountant who worked under Reagan at one time. She discovered that HUD was basically being used as a conduit or a way to feed the "black budget", which funds off-the-books government programs. She found that billions were missing. This was in the late 1980s and she talks about that research a lot because it inspired her to look for other similar missing chunks of $. She has found quite a few. Fascinating stuff.
