if the bid is 0008, how will you get 0009?

Well that depends if MM's fill my order. but I am still waiting for my order to be filled.. look at the ask price now it is 0.0009 so why they don't fill my order..

I can't belive this, they are filling 0.0008 orders and not the 0.0009 ones. Could someone please educate me, I don't understand how that is possible.
