Why would he buy now? He has a ton of shares and will get more this year than he could possibly buy with his wallet.
If this succeeds, he will be a very rich man. It is not about insider buying at this point, it is about p3 data as fast as possible; at least before the need additional money. That is what he needs to focus on.
