Well there has been 2 smaller "refineries" built since 1977 or so. both are smaller, built in 2015. You are right, they don't build new cause the permits and epa (also other factors). Most of the plants upgrade existing facilities. Citgo, Motiva, Baytown, Conoco too name a few....they all have in the recent years increase the capacity of the plants. I worked in these plants for 5 years and became a senior estimator for 9 years. Ive worked on facilities all over the country. Alon near mmex plant is pretty old. Last time I was there the plant was being sold off in sections. So mmex does have the right idea....I am not sure which way the stock goes....I do have a small amount of shares, however I am watching price action and news....

Exports are booming.

Exports have not been booming the last 40 years.

Now, they are.

This refinery is going right near the border of Mexico.
