Normally, that is what would have happened. I missed the filing of the appeals and just thought that the clerk in that court be backlogged with posting the decisions. Apparently, at least so far, the entry of the effective date is delayed for the moment. The end can come at any time, since it is an unofficial committee, I expect that the appeal will get rejected, and then the court will enter an order for the effective date.
