You have to keep in mind Cueva the main issue isn't the meter. The issue is governments protecting the local taxi industry. Think about how strong the taxi union is in New York City where Uber is banned.

Many taxi drivers in Thailand and India have meters but they don't use them. The laws are not enforced there either. The issue is about protecting the local, registered taxi drivers.
