A dry hole is a dry hole. Period. Everyone's definition is exactly the same. Don't be so sure that Ntephe isn't in trouble with the SEC and DOJ. It wouldn't be the first time. Insufficient evidence last time. Plenty of evidence this time. The last thing ERHC needs to do is hook up with questionable Nigerian actors. That will hurt, not help.
