actually, that's not correct... the two canal walls that failed that flooded metro N.O. (17th st & London Canal) would not have made any difference if it was 18 inches higher... it was the foundation that gave way
but, there was an independent contractor that warned the ACOE of the design flaws in the foundation
there's really multiple avenues of blame to go around
what I don't understand is all the whining about the evacuation plan
the fact that only 1200 or so people died would be a best case scenario considering this was "the big one"
there were estimates that ten's of thousands would die if N.O. ever got "the big one"
