As I understand it, the commercialization of the product will be done by the contractors OWCP already has on a regional basis. I believe these companies already have production, distribution and sales capability for other products in the areas they're working. I'm uncertain if they already have the capability of mass producing the cream, but I would suspect that they can rapidly develop that capability if they don't have it already.

I love OWCP's business model. By contracting out this capability they avoid tremendous expenses, yet they'll see the bulk of the earnings from sales. The other way many tiny biotechs do it is a partnership, while the partner pays something up front, it's the partner who receives the bulk of the earnings, while the developer of the product often sees less than 10% of sales in royalties.

OWCP's job is to develop the new products and get them approved for use in much of the world. If they're successful, those who do the manufacturing, distribution and sales will do very well as well, but OWCP will see the bulk of the revenue without having the bulk of the costs.
