The low float is meaningless as it will work both ways. Look what happened when the "big news" was released. The problem is the O/S which gives this issue a market cap. of close to $50,000,000. I think they listed the assets at $120k or so. With no revenue and no business plan established yet I believe it is grossly overvalued.
The CEO giving himself control of over 300,000,000 shares is far, far, worse in the longterm than a reverse split. Shareholders once owned 40% of the company, now they own 1% (which is increasing due to the recent dilution. I think it's around 3-4% now)
