It appears to me that they are establishing the metrics to prove recent consumption vs. long term consumption

Recent use is CBD or CBN and Dr Huestis just gave a Presentation last year around Sept or Oct about that, yes both can't get you high but only stays in ones system a couple hours - Recent used can be found but not by THC alone
