Because only a small percentage get approved. So only a small percentage of investors will take the risk. With approval larger investors will want it in their portfolio for the ROI long term.(dividends, long term price appreciation) This company was drove down from $12 by dillution. This should be a $3 stock today since there is no more dilution and the OS count if you look at others in the field with the same or close OS. Now couple that with approval and you have the explosion. This is my opinion of course but with everyone elses DD this was my conclusion.
