I think it may be something as simple as DNAP is a scientific discovery company, and until the appointment of Gabriel as CEO, primarily run by scientists.

Bureaucratic paperwork is a nuisance to scientists.

As someone else has suggested. It should be timely this quarter because people are in place who are used to such things.
