Healthcare ran the show
The market always decides to trade on themes. When market profile
traders figure out the game they are playing and you will know
what to do.

So early on the market was too short and had a weak rally on
no volume in other words complete and total short covering
no new money just short term traders.

Then the vote was supposed to be 3:30pm and the market zoomed
down in anticipation. Then it was decided that the vote would be
after the close to help out wall street.

This caused traders to be too short and they zoomed up.
As expected the vote was against so no vote happened.

The market is building value and will eventually go lower.
