That's backward. Provisional doesn't include claims. Non-provisional is the strict one. Must include claims.

Non-provisional is a one-step process. Upon filing, it immediately goes into the que for review and issuance.

Provisional is the two-step process. Applicants have a year to complete the application with the specific claims.

Non-provisional is what you want to see.
