MM's probably selling to each other to keep the PPS from breaking .0045. They want to control this for some reason. Someone slapped the ask big at .0045 and right away there was that selling into the bid at .0042 to create a gap, then they can sell below the ask to bring it down!!! That is why it is sitting at .0042-.0044, so they can fill your slaps on the ask below the ask.
