A Market Maker is a brokerage or clearing firm that is able to post unsolicited quotes on a security. Previously the only quotes were non solicited orders and were only one sided. This was easy to see on Level 2 before. It did not used to be a huge issue but with increased regulations it has seriously hampered the ability of micro cap stocks to get market representation. When RLTR emerges from its 15c211 filing then it will be presented to all brokers as a valid company to buy stock in and the Market Makers will be able to take positions in the stock directly. Essentially it will become a fresh new issued stock.
