The US has two FINANCIAL issues. The national debt and the balance of payment deficit.

If there was some variable import tax that was used to keep the balance of payments in line it would also reduce the national debt.

Reducing the military and spending that money on social programs would also reduce the balance of payments. Just reducing the military would reduce the debt but might cause the economy to contract. But that might keep interest rates down in the future spurring the economy but also keep the dollar from increasing in value helping exports.

Wouldn't be a bad idea to substitute some health care for some reduced military spending.

It's all interconnected.
