I thought Katrina actually damaged NEW ORLEANS and MISSISSIPPI - did it ever occur to this writer and grout that THEY might be responsible for THEIR OWN evacuation plan.

One thing for sure, if something like that hits my area, I'd go to my own government agency for evacuation orders. Of course we know how to start and drive busses.
