Q4 filing is due by 3/31 which will show how many $$$$'s they've burned up since the Q3 filing as of 9/30/16. My guess is they're tapped out.

The R/S is a typical move as it's much easier to, for example:

Issue a secondary of 10M shares at $2.50

rather than

Issue a secondary of 100M shares at $.25
