One provision is for 5 year interest free loans not a grant. The legislation is being proposed specifically to get shuttered mines across the United States operational and producing all types of rare earth metals for the defense industry and other civilian uses. There is nothing in FLPC's history that constitutes any illegal dealings or activities. FLPC took it's first steps into mining a few years ago and due to operational and personnel issues including funding had to pull back from mining. All permits current all green lights for a return to mining and the Materials Essential to American Leadership and Security Act may just be, if enacted, the funding source we need to bring FLPC to a return to mining.
No, "we" do not know that FLPC doesn't want or would never apply for a grant. If you did not get that directly from either Don or Bob, then it's just SPECULATION and OPINON.
