They were in WY the last week of Feb. You expect not only a decision to be made, but funds released by the DOE already? LOL!
The Federal government is Byzantine! It's gears turn exceedingly slowly but exceedingly finely. IF chosen, CCTC wouldn't have a dime of SBIR phase 1 grant funding until May (read my previous post on this). Like Jesse Livermore, the 20th century's greatest stock market investor said "It was never my thinking that made the big money for me, it always was sitting" and "It takes time to make money".
