Outside of the conference, MMEX Resources Corp. is making plans to build a new refinery in Texas.

(These next few words worry me)

"Unless it is beaten to the punch by The Woodlands-based Raven Petroleum LLC"

Unless it is beaten to the punch by The Woodlands-based Raven Petroleum LLC, this will be the first new refinery built in the U.S. in more than 40 years.

(Anyone have any insight?)
