That's true from a technical standpoint, but it is very much about uplisting. No question.
It's all of a piece. They took a bitter pill and did their time on the OTC. Everything since - flushing all the convertible debt, selling non-core assets to pay off more with cash, the shareholder vote on the RS (which was approved by a lot, btw) and the communication strategy are all about getting back to NASDQ.
Companys in this space need the imprimatur of institutional holdings to shine and grow. The only way that happens is getting back where they belong on the NASDQ
