If there was a International patent - why did OWCP file for 8 provisional patents with the USPTO?

I am not certain what is causing the problems understanding the what OWCP has and for the US they are worthless.

No their not USPTO, but internationally protected yes.

Patents are territorial rights. In general, the exclusive rights are only applicable in the country or region in which a patent has been filed and granted, in accordance with the law of that country or region.

I have explained The Patent Cooperation Treaty several times but here goes one more time and since you used Wikipedia but left out the most important part here we go:

A PCT application does not itself result in the grant of a patent, since there is no such thing as an "international patent", and the grant of patent is a prerogative of each national or regional authority. In other words, a PCT application, which establishes a filing date in all contracting states, must be followed up with the step of entering into national or regional phases to proceed towards grant of one or more patents.

Please post links to the OWCP patents granted under USPTO.
