Because it is considered a minor emissions facility at 50,000 barrels a day, all permits will come from state agencies such as the Texas Commission on Environmental Quality rather than from federal agencies, according to Hanks, “which we find attractive.”


“We’ve done pre-meetings with the Fort Stockton mayor, county judge, county commissioners, water board over the last two or three weeks to let them know this was in the works, and we’ve had positive response,” Hanks said.


He has also had positive responses from the equity funds he’s approached to help finance the project.
“I’ve been amazed at how fast people have said ‘Yeah, we’re interested,’” he said.
