This is the highest interest I seen offered from a Broker; generally the more demand a stock is, or less shares available, you'll see a higher interest or fee being offered to the holder to entice lending to shorts

Only if you have a margin account - you can't borrow shares from cash account.

Most of the times the broker borrows from their own portfolio - and not a client - I suspect you friend is confused.

First, a broker would never offer 41% to borrow OWCP stock or any stock - it would make it cost prohibitive to short any stock.

The broker usually pays about 3% to borrow from a client's margin account.
