Obit: That is frustrating to read and it must have been thought out when they when designing the wording. The way they state that the agency may and at other times worded as the accency shall seems to make it so that everything is open to interpretation. It seems to leave everything open to their discretion where they can do what ever they desire through their interpretation. I vaguely remember a discussion regarding the use of the words may and or shall in legal documents in recent the past. Is there a simple right and or wrong way to interpret their meaning of them?
