For what I read in this articles it just sounds like they want to make sure people don't see these move to legalization as a free fall for marijuana use, which is actually a good thing for txtm. The last thing we need is people growing their own weed in their backyard just to get high. This will have a devastating effects on South African society and will solve zero medical conditions in the future. Just my two cents.
