I don't know where you dug that up but this is 2017 and there have been 2 amendments to the Code since the version that you provided, one of which is very relevant to this discussion.

From the last line of your post:
"(Added to NRS by 1995, 2092; A 2001, 1362, 3199; 2005, 2177, 2250)"

However the current version says this:
"(Added to NRS by 1995, 2092; A 2001, 1362, 3199; 2005, 2177, 2250; 2011, 2771; 2015, 3223)"


The 2015 revision added the following:
7. When any certificate of designation, or any amendment thereto, filed pursuant to this section becomes effective, it shall have the effect of amending the articles of incorporation, but NRS 78.380, 78.385 and 78.390 do not apply to [certificates] a certificate of designation, or any amendment thereto, filed pursuant to this section.

re: "No vote of shareholders required, no 8-K filed, no news release required."
It's true that there is no shareholder vote required.
It's also true that there is no 8-K to be filed. (Even if there were it wouldn't be a requirement of State Law. Form 8-K is a requirement of The Securities Exchange Act of 1934.)
It's also true the neither Nevada nor any other State requires the publication of a news release. HOWEVER an Amendment to DECN's Articles of Incorporation must be published in a news release within 4 days of the CoD filing according to OTCMarkets Guidelines and as I just pointed out:
"When any certificate of designation, or any amendment thereto, filed pursuant to this section becomes effective, it shall have the effect of amending the articles of incorporation"

Seems like DECN owes the public 3 press releases to report the Preferred D series Amendments. Unfortunately the Guidelines are only of value if they are followed or, if they aren't, when they are enforced. I don't expect either to happen.
