Technically you are correct. But it is VERY limited.

The law reads that it can only be used by a person with epilepsy who has already used two standard treatments without success. It has to be prescribed by a doctor, who risks jail time by doing so. The oil must come from a medical grade marijuana plant which is not more than a 0.05% level of THC. The DPS has to set up dispensaries by Sept 3 , 2017.

There is confusion on how the law is written which has resulted in people skirting the law.
