As far as who came up with the stats it just said 'a panel of experts'
My impression is that it might be a softening of a blow to come- but yeah, who knows. I really can't see them putting a squash to it all....ridiculous.

These people- the FDA, the powers that govern- they all seem to do everything so damn ass- backwards.
