great questions BUT why wouldn't the system work on the ground. Planes are all over the pace in different airports aren't they. I don't think that would happen long term but i guess you never know.

if the entire fleet with ABWN tech is grounded, it reduces the coverage area by 70% or so.

All airplanes are never all grounded worldwide.
You may have one type of airplane grounded that may cause the entire fleet of the same type aircraft to be grounded for a maint.issue perhaps,
or you may have all fights stops in one country for geo-politcal reasons,
but there are always aircraft airborne someplace, whether passenger,
airfreight, or ferry.
