Remember G Bush's first AG? He disagreed with Bush and was replaced by Gonzales. You are kidding yourself that what Jeff says is law. There is the President, the Congress and the courts. What Jeff wants is for congress to either change the federal law or he will act. Not bad or good until congress speaks up.
