I don't know about that. I think it'd be easier for Trump to just say- "okay you guys handle this however you want, I trust you' etc....
I don't think Trump is much of a hands on guy except for when it comes to signing things that'll piss Obama and people in general off. He seems to be filling a personal gripe. The members of his cabinet seem to the ones calling the shots in reality. Trumps gripe just fits their agenda.
