The huge takeaway I see right there is this:

"Fighting recreational marijuana may prove to be an unpopular move. A Quinnipiac University poll released on Thursday indicates that 59% of voters think marijuana should be legalized, with 76% of 18-34 year-olds in favor of legalization."

That poll is correct. Fight it for 4 years for what reason? Why fight the inevitable? Look where the voter base is going. Work to put guardrails around it sure, but it would be wasting resources to fight it. I don't see them doing anything. If they do it will be to kick the lil guys out.
