they don't need to do a formal filing to sell shares into news - pay attention to "the articles of incorporation related to SCON's share structure"
they pay all their bills with shares - so check their monthly loss and compare with the share traded dollar weighted average (take 10% of that - that's the daily dilution)
been stuck in this pig over & over again between 2000 - 2005 before learning about the real effects of investing into cash flow negative businesses let alone deeply into deficits = DILUTION
