It is true that Obama was the President at the time, but Obama was not his "boss". FNMA is an independent agency and does not report to the President.

Watt has always been an independent leader who is not swayed by what the President at the time wants. Therefore, I see no reason to believe his views have changed. Also, his views have been restated over multiple years. I believe the last time he made a public statement reflecting his views was in early 2016.
