Question : is there already a dilution or planned dilution in the works?

why does some poster assume that a dilution is up and coming?
isn't it ELTP has more than $10m of working capital to fund R&D and other stuff?

i haven't read about and Lincoln Park arrangement/drawdown as of late?
or am i mistaken?

hope people can enlighten me on this one.
