Yes PCT should mean it is an international filing but the tweet talks about a US patent. I think it is a PCT patent which was filed too in US patents administration. it may be PIEZOELECTRIC ENERGY HARVESTING CONTACT LENS or ELECTRONIC MEDICAL DEVICES AND METHODS .
